- : Rob Woodard is an applications programmer living in Richardson, Texas. I graduated from the University of Kansas in 1990 with a degree in Political Science, but was not interested in a career in academia and pursued my interest in computers instead. I was a supporter of Howard Dean in the 2004 Democratic campaign, my first step toward political activism at age 37. I am very much a secular humanist and believe that it is up to us to solve our own problems, not relying on some supernatural force to save our bacon at the last minute or sweep us all off to some cloudcuckooland in return for our blind faith. I believe that only government has the power to regulate capitalism and prevent it from engaging in the excesses to which it is prone (which have been demonstrated all too clearly, for those with eyes to see, when recent administrations have reduced or removed such regulation). I maintain a (very) occasional blog at blogspot.com.

Nothing at all, except for this: it stands for Reserve OFFICER Training Corps. Not Reserve Enlisted Man Training Corps. The full question was (and I paraphrase): "given the recruiting difficulties of the All-Volunteer Force, would you enforce the right of recruiters to be present on campuses and the existence of ROTC programs." How does recruiting and training more OFFICERS solve the military's manpower shortage problems? Are we going to establish legions of Lieutenants?
I found that context striking. And nobody seems to have picked up on it.
